Because it's tied to the region's actual medical records system, using it for a real appointment requires more than a tap of /start: per coverage from the regional health portal, you need to accept a personal-data processing consent, provide contact details and your OMS (obligatory medical insurance) policy number, and be attached to a clinic within Moscow Oblast. Every booking made through the bot then appears in your account on the regional government-services portal, so it isn't a disconnected side channel — it's the same system, just reachable inside Telegram.

That official integration is the bot's biggest strength and its main limitation at once: it's trustworthy and directly tied to real appointments, but it only works for residents attached to a Moscow Oblast clinic, and it exists purely to manage logistics — it does not evaluate symptoms or recommend which type of visit you need. That judgment still belongs to a medical professional.
