Voicy

Voicy is one of the oldest voice-to-text bots in Telegram and one of the few with public source code. Add it to a group and it answers each voice message or video note with a transcript; forward a voice to it in private for the same result. You choose the recognition language and engine in settings, and long messages are split into readable paragraphs.

Accuracy depends on the engine and audio quality; for clean Russian or English speech it is good enough to skip listening. The bot is free; its author accepts donations. It sends audio to third-party speech services for recognition, which is worth knowing for sensitive conversations.
